First off, by blogger blog, I mean a blog hosted on Google's Blogspot platform.E.g: this blog.

What Do I Need?
The main thing you need is a Gmail account. Don't have one? GET ONE HERE NOW

A compatible device: yes, you can run a blog with a mobile phone but not just any type, you will need a smartphone, and to access the blogger site you will need a compatible browser, I'd recommend opera beta, search google for it. You can use chrome too, but UC browser doesn't really run the blog well most times. Opera mini and likes e.g UC mini is out, they don't load a blogger website Cpanel.

Though a mobile phone can get the job done, know that it is easier to run it on a PC.

Next Step
Now that you have the Gmail account, you head on straight to:www.blogger.com

Click the button with the command that prompts you to create a new blog:
How it will show if you had a blog on before, otherwise you'll see another thing but it would be very obvious, too obvious to miss.

After clicking it you'll get the below:

Fill the details, choose any theme, you can change it later. Click CREATE BLOG and that's it, your blog is ready for use! Next Page should look like this:
Congrats! You now own a blog.
